It's like the subject line says. I got Verizon DSL, they gave me the Westel, but it doesn't work with my Linksys at all. If I skip it, the Westel connects fine, but that doesn't suit my purposes – I really, really need the connection to work with the Linksys. I vaguely remember there being some sort of a known issue between these two brands… any detail on that, or any useful advice at all would be greatly appreciated.

I too seem to remember some sort of a common problem between Verizon's modems and LinkSys routers… but not the details, sorry. Have you tried switching the Westel to bridge mode, using it as a modem only? I can only imagine that having two different pieces of hardware trying to operate as routers could cause some conflicts… not that it's undoable, it's just that it'd be easier to set this up using bridge mode for the Westel modem/router.
