Hello! I am interested about one thing. When I am using Photoshop when I can use a blurring effect. It can’t be used on the blank page? Do I need some file to open if I want to use it? I am looking for any advice about it. Thanks for your reply and time.

Hi! So, you want to use a blurring effect in Photoshop. If you want to use such effect you can’t do anything without some image file. When you open the file, there you can to this. Select the area that you want to blur and just apply the capacity of this effect. It is not hard to apply it.
