I found a WTS offer the other day for a Sapphire Radeon 9800SE, and while I won't go into details right now, suffice it to say it's a really, really cheap one. Suspiciously so, to be exact. It hasn't been used, but still. I was told it's because that specific model is practically useless for any OC purposes due to some major cooling problems. Is that true? Should I skip it, then?

you heard right my friend. forget over clocking, that radeon 9800SE has some if the worst overheating issues I've ever seen
I don't know how cheap "cheap" is in your case, but unless the other guy is giving it away for free, I would pass. So yeah, it IS "that bad".
