Annoying Vista Magnifier Thing

This Vista magnifier thing annoys me a lot. I can start it but I am not able to control it. Also, I would like to place it over whole screen, not only over some part of it. I hope you will be able to provide me an answer about these problems. Thank you in advance for your time.

You can increase magnification by holding left control key and equals sign and decrease it by holding left control key and pressing minus sign. You can grab it with left mouse button and place it somewhere else on the desktop because it will be easier to manage. If it stays on the default position it will increase full width across the top.
